The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is allocated on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by current data. From observation points, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, probably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new approach from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, no doubt, persist.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is impossible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
